uh it would be negligible. 3 ft vs the cirference of the earth is nothing, so you wouldnt even be able to tell that the rope was actually not touching. the cirference of the earth is 40,075km=131,479,659 ft or something. adding the 3 ft of rope would give 131479662 ft. divide by the cirference and you get 1.000000002. so the rope would only be like .000000002 ft above the earth which is absolutely negligible and so the rope would be virtually touching the surface.
